MILAN — Italian authorities on Thursday seized a luxury residential complex in Milan’s historic Brera district as part of a sprawling urban planning investigation that has already ensnared senior officials and high-profile figures in the city’s construction and architectural world.

The Guardia di Finanza’s Nucleo di Polizia Economico-Finanziaria placed the property under preventive seizure under the order of a Milan judge, saying it formed part of an inquiry into alleged building abuses and fraud connected with Milan’s fast-evolving real estate landscape.

The project, located on via Anfiteatro on land that had been vacant since the demolition of an 18th-century building in 2006, includes two residential towers of four and 11 floors. Prosecutors have opened an investigation into 27 people over suspected planning violations, including abuse of building regulations and possible false documentation tied to the development.

The complex, sometimes referred to in Italian reporting as the Unico-Brera site, sits in the heart of Milan’s historic centre — an area with strict urban and landscape protections. Authorities say alleged irregularities in the authorisation process may have included underestimating development fees and increasing building volumes without proper permits.

This latest development deepens a probe that has already seen arrests of senior city officials and scrutiny of major figures tied to urban planning. Previous phases of the investigation have involved the arrest of a former head of Milan’s construction department and members of the municipal landscape commission. Notable names drawn into the wider inquiry include Milan Mayor Giuseppe Sala and internationally recognised architect Stefano Boeri, who have been placed under investigation as magistrates examine planning decisions and alleged misconduct.
